5) A reasonable amount of time must be given for someone to react to your propositions. If you declare war on a neighbor, don't immediately declare that you've trampled their villages. If the person hasn't responded in a reasonable time-frame, feel free to advance some more. Reasonable times for response will be decided upon shortly. 5a) If within 2 weeks of declaring war on an opponent, the council shall decide how much, if any, of the spoils the declaring nation should be awarded before formalizing the war. 5b) In the event that a respondent is not able to participate in the given time but would like to refute the victory, he may do so at the councils discretion. 5c) If there is no response from the nation being invaded within 1 full month, the invading army may be awarded half of the territory.
