With the introduction of colonial territories, the Tekann have a need for greater presence on the waters. Since the state army is rather small, being based on periodic drafting into the military, a new source of power has been absorbed into the government. Private merchant families, long a source of wealth for the nations, have been granted charter by the High Priesthood to build and maintain a standing private navy. These ships are to protect tekann ships and lands from invasion. According to these charters, newly acquired lands, referred to as Kupaxtjei, have been divided amongst the merchant families and are treated as sovereign states within the federation. The head of each family has been granted the hereditary title of Urasinon, which will grant her total control over her domain as long as it does not disagree or interfere with the decisions of the Priesthood. The three newly anned states are: The Island of Kextan, "The Gateway to the East", which maintain four ports along the coast and plentiful mines and agricultural areas among the hilly interior. The Peninsula of Tautsilnn and the isle of Juksau, with three ports and thriving agricultural, timber, and labor (slaving) industries. and the Island of Skixaut and the Kleinn, with three ports and an increasingly reliable source of labor and raw materials from the Ambivaiiran mainland and excellent trade with the Cámian and Nokean nations.
