Nope, although they look similar, the roots are different.
President is ra'iis, and the root is raa', hamza, and siin. A related word is ra's, which means head.
Opinion is ra'y, and the root is raa', hamza, and yaa as far as I can remember. It is related to the word to see, ra'aa (yaraa is the 3rd sing. present, ra'aytu is the 1st person sing. past.)
