It was devised by Ian James. There are a number of other methods of writing Akha using the Latin alphabet.
Part of Ian's aim was to create a script which looked both authentically historic and reasonably sophisticated. The design is based on ancient Pallava/Brahmi, the parent of almost all scripts of Southeast Asia. But while the consonants are clearly derived (and will be somewhat familiar to readers of Tai- and Mon-based languages), the vowels and tones are necessarily specific to Akha.
It's a nice altscript. A few of the characters seem a little out of place, but overall it has a nice South-East Asian feel, which I assume, is what the author had in mind.

It seems much like his New Mong alphabet. The tones are a bit tough to distinguish and would probably not be as efficient in cursive or handwritten. It does have a South East feel, but the letters look too tall. Overall it's fairly nice and well thought-out design.

I agree with much of your statement, he seems fascinated by SEA scripts and trying to revise them...mainly for typology though, not handwriting or calligraphy.
He does obviously possess a good bit of talent.
