The heraldry of Qatama. There are many types of gongra (banner(s)) in Qatama heraldry. Most banners indicate the clan of the bearer. Howevr, there are banners that indicate town/village, tribe and order. Major City Banners; The tribal banners, representing all of the Qatama tribes and the Imperial Banner; The most influential clans, or the tang uj Kagan (clans of the Overlords), including the Emperors clan banner; Other banners of major and minor clans (including templates for banners) are here.

This looks a lot like my banner idea for Raitolia, a banner for the nation, province, city, and occasionally building, all on the same flagpole.

Which one is the Emperor's clan's banner? I would guess it's Muhaj, since that looks a lot like the imperial banner.
